Development Cooperation in Egypt

Egypt has been Finland's long-term development cooperation partner from 1977 to 2007. Finland has supported e.g. development of infrastructure, water and sanitation, health care, and rural development.

Egypt is a lower middle income country and its economic development has opened the opportunity to move from development cooperation towards more diverse partnership and collaboration. According to the decision of the Finnish Government, traditional grant based development aid to Egypt ended by the end of 2007 after a three-year transitional period. The main objective of the mutually agreed Transitional Strategy was to phase out from bilateral cooperation projects in an orderly and sustainable way, as well as to encourage commercial and institutional partnership between Egypt and Finland.

Even though traditional grant based development cooperation has ended, Egypt remains an important partner to Finland and cooperation is built on the new cooperation instruments. In addition to this, Finland supports the development of Egyptian civil society through the Local Cooperation Fund (LCF).

A considerable part of Finland’s development cooperation in Egypt is channelled through regional cooperation. Altogether, Finland supports the Middle East and North Africa e.g. in protection of environment, health care of migrants, and enhancement of intercultural dialogue. The projects promote attainment of Millennium Development Goals in the region.
